A former water tower in the marshland village of Højer near the Wadden Sea

- was taken out of use. The local community wanted a viewpoint, a landmark, a museum for artisanal products, a photographic museum, a sculpture park etc. A client comprising 20-40 local people of differing opinions can be hard to serve. Several proposals were made.
